One man (better yet, a man and a woman) can make a difference. That seems to be the main theme of this novel.

The Hero of the story is given a regular party nomination, and is groomed for the race by an astute ward leader. All surface indications prophesied his election. Instead, he was mysteriously defeated.
It is a very fascinating journey to follow him in his efforts to unravel the mystery, and to learn the methods he used in securing the utter rout of his enemies, his life's happiness being held in the balance all the time.
