After the Republicans win the presidency in November, 2000, a series of events precludes their taking over the White House. In the wake of two nuclear attacks on the United State, the country is vaulted into chaos. President Dick Atherton continues in office and leads the nation to a new Constitution and the birth of the United Socialist States of America.
