In the East End of London 1888, a killer walked the streets, strangling, slashing, stabbing or mutilating his victims. Even being hunted by Detective Inspector Edmund Reid and Detective Constable Walter Dew, they were no match for the elusive criminal. In 1900, twelve years later, the now Chief Inspector Dew calls upon his long time friend, Captain Arthur Hughes, to solve the unsolvable case.
