The Eye of Anna — Anne Wingate

When a neurosurgeon student returns to her home in Galveston County, Texas, as a major hurricane approaches, she enters to find her two roommates and another woman, unidentifiable because of the mutilation of her face, she tries to get away from a man who is determined to kill her. Police chief Mark Shigata, a licensed attorney and former FBI agent, and his trusty aide Al Quinn wind up with multiple murders to investigate in 200-mile-an-hour winds, while the loved ones Mark thinks have fled inland are trapped under an I-45 overpass with the killer now stalking them.
