The setting of The Chronophage shifts from the Empire to Gort, a dictatorship on the far side of the continent. Sixteen-year-old Lim is raped by beach guards and finds himself being nursed back to health in the opulent home of one of the Masters who, with the military, run the country. Here he meets and falls in love with the slave Filo, who is being educated by his owner, Master Jules, and who, in turn teaches Lim to read and write. But Filo, despite returning Lim's affection, cannot bring himself to cross the class barrier that separates them.

Apprenticed by Jules to a mysterious goldsmith, Lim learns a new trade and assists Falke in the construction of a remarkable device, the chronophage, that transforms time into kinetic energy. When the outspoken Jules is threatened by the Army, they use the chronophage to effect his escape, and, led by Lim, Filo, Jules and his niece Laurel flee the city for the hinterlands. Here, through a series of events, Jules is first drugged into suspended animation and then recaptured by the Army, who take him back to Gort, along with Filo and Laurel. Lim, meanwhile finds himself in the company of Filo's sister Nan and the boy Raven, who has none of Filo's compunctions about sex..

Eventually they return to Gort City, where Lim's old friend Rake introduces them to a very large man named Larkos who casts them in an even larger theatrical production that turns out to have dire consequences for the people of Gort.

The story is narrated by four of its main characters, who describe their adventures to Rel, now part spy, part ambassador for the Empire, and also very old. And, through Rel, links with earlier events in The Emperor's Library unfold during the course of the novel. Once again we learn that things are not what they seem and that the history of the planet holds breathtaking surprises.
