With the rebuilding efforts in Iraq almost complete, the Ottawa Treaty once again comes to the forefront of the national agenda. Without the added strain of rebuilding Iraq, Congress signs and ratifies the treaty with hopes to de-mine the world and save innocent civilian lives-but the plan backfires.
