Detective Eddie Harper sometimes is too good a cop for his own good. His lieutenant insists that he sniffs out crime where the evidence doesn't exist. When Harper gets the feeling that a sea-going funeral service is into more than simply scattering ashes for grieving families, he ignores his Lieutenant's order to stop his investigation. Going undercover on his own, he uncovers not only clandestine disposal of kidnap and murder victims, but drug trafficking as well, all under control of a beautiful woman that Harper would prefer to hold in bed instead of in jail. Once again his superiors have to embarrassingly admit that while Harper sometimes flaunts their orders, it always turns out well for the Galveston Police Department.
