Detective Eddie Harper sometimes is too good a cop for his own good. His lieutenant insists that he sniffs out crime where the evidence doesn't exist. When Harper gets the feeling that a sea-going funeral service is into more than simply scattering ashes for grieving families, he ignores his Lieutenant's order to stop his investigation.
