FBI agent Ann Eaton arrives on the scene to back up McCann. Meanwhile, terrorist activity continues in Seattle with shootings at Seatac Airport, bringing the FBI and other counter-terrorist agencies into the investigation. Eventually Peter and Ann embark undercover on a container ship headed for Seattle and thought to be carrying a nuclear device. The voyage introduces a complex set of characters, some arousing suspicion. Danger threatens as Ann and Peter learn there are two possible Islamic extremists among the passengers or crew. The U.S. Navy is alerted.
Tension Mounts as the ship nears Seattle, and the story reaches its exciting climax. While writing a fine story, Dr. Carson adroitly introduces the fragile relationship that exists between native Fijians and foreigners living on their island.
