Russell Wren is shanghaied into service by an organization alternately called "the Bunch, the Troop, the Pack, the Gang," who bombed his office and sent him off to Saint Sebastian, a small country tucked among the borders of Austria, Germany and Czechoslovakia. His mission? to investigate the Sebastian Liberation Front, a terrorist group avowed to the overthrow of Prince Sebastian XXIII.
