In the lakeshore town of Ludington, the Fog Man went almost unnoticed. But to Kipper, visiting his Uncle Matt and cousin Larry, the shuffling figure in the brown coat and flowing beard was mysterious and more than a little eerie.

Before Kipper has time to ask many questions about the Fog Man, however, Ludington becomes involved in a mystery of its own. A large sum of money is stolen from a car ferry that regularly crosses Lake Michigan. Uncle Matt, as chief of police, is very much concerned with trying to solve the crime.

Soon Kipper and Larry decide to do a little investigating on their own. How they help to catch the thief, and the way in which the Fog Man plays an important--as well as surprising role--are part of the spine-tingling mystery.
