"The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants." It was the revolution that exposed this and it will be the revolutionaries to overcome it. The Imperial Senate is corrupt and rotting from within. Not bothering with negotiations or terms they send a military force to take back the planet and secure or destroy the space station. Athena's family and friends must stop them. If the former Pan Pacific League is to be restored they must prevent the destruction of Legation Station. Without it all hope of freedom in the galaxy will be lost.
