El Capo is found hanging from his ceiling fan. Suicide? Or murder? Inspector Jefe José Blanco takes on the investigation. Meanwhile, Gheorghe Petrescu, investigator extraordinaire, is invited to Gibraltar to assist in the trial of the Romanian gangsters. He decides his assistance would be most useful if he could get General Iorga of the Secret Police in Romania to attend and flies off to Bucharest to talk to the General who is so pleased to see him that he provides him with accommodation, chained to a basement wall.
