A boy and his chinchilla go to the park to play, but a big bully and his terrible pet gorilla become the "fun police" and put a kabosh on any fun they might have had. They also take away the boy and his chinchilla's ice cream cones and eat them. Worse still, the bully imposes a use tax of one dollar per person per day for anyone using the park.
