Fire Marshal Elmore James is not surprised when the Bank Bomber strikes again, but he is surprised by the bomber's target. It makes no sense. At first. Then Elmore gets it and knows things are going to get a lot worse real quick.

Now things have become personal, Elmore knows he has to keep his new partner, Riley, out of harm's way. But that's going to be easier to say. Riley has as much courage as any other firefighter. And that means she has courage to spare.
