A young woman has the courage and strength of character to find her way out of the deprived culture that developed in a group of survivors and their descendants still trapped without water in a bomb-shelter 42 years after the world was destroyed in a nuclear holocaust. Sarnia goes looking for water and a way out of the restrictions of the shelter but she finds out that she is trying to escape from the people and their bigoted thinking as much as she is trying to get away from the confinement and the lack of water. In her quest for a better world Sarnia discovers both physical and mental resources and strength within herself. She has to fight and drive herself beyond endurance but her own high spirits and the bright company of the young people who support her and depend on her keep her going and do not allow for boredom or tedium to set in.
