Churchill was in despair. Britain fighting alone had been brought almost to its knees by the German U-boat blockade. The Germans were sinking allied merchantmen faster than they could build them. Britain would soon be starved into submission.

The problem was that the German U-boats operated from German occupied ports along the French Atlantic coast, in particular St Nazaire.
