Lord Fisher had some revolutionary ideas on how to go about solving the mystery of Michael's murder together with other recent gruesome goings on. Fisher gets a team of high and low ranking people about him. Between them they trace villainy down through the docks at Wapping uncovering piracy, murder and an attempted coup on King Charles' life. When the King is told of the coup, he funds Fisher to get to the bottom of the plot and counter-plots. Fisher eventually traces the sources of treason and piracy too close to home for comfort!
