It's autumn in San Francisco. The Castro is holding a Lesbian and Gay Film Festival. The whole city is talking politics, caught up in a nasty three-way mayoral race. And behind the scenes, Emma Victor is performing her own lucrative brand of public service: trying to catch a man blackmailing one of the candidates.
