Kevin McConnell and his three "adopted" kids, Summer Mann, James Powell, and Kate Mimeaux, had fled to Los Angeles, seeking a haven from rogue CIA Agent Samuel Hunter after Project PSI--a mind experimentation program run by Hunter--had gone bad.
