The story of the "Enforcers" leaving Hong Kong when it was returned to Chinese rule. They were the Chinese who helped the English control Hong Kong during England's rule. The "Enforcers" were hated by their own countrymen and feared by everyone else in the world. They feared nothing. They had no ties to any Faith, Family or Country. They were ruthless and yet well educated by watching the British. The "Enforcers" where allowed to leave Hong Kong and enter Canada and America as long as they were penniless. They had to find different ways to bring their wealth with them.
