When the Flyin' Penguin Detective Agency, located in San Rafael, California, was hired to tail a woman twenty-four hours a day, they thought it was another simple marital relations case. Penn Gwinn and his partner PZ soon realized the Philippine national who hired them was not a rejected husband, but more likely an agent of the Philippine government. It didn't take long for them to notice how much this case seemed to be related to one of their existing cases.
