Robert and Koko now come into a post pandemic world where some nations are rebuilt and some are swallowed. They also come into a post-pandemic world where the company NewWorld has provided Spyderbots, bots that farm, pick, and process for New California and all of the west coast. After the vaccination, the west coast discovered a unique political freedom because Labor ceased to be a profession. Food and housing were free. With that came opportunities, and Robert's subversive writing was all that the real world knew about the possibilities that lie ahead. However, when nations misbehave and corrections need to be made, sending in the Phantom and the Ghost is often the only solution.
