The Man Who Knew Charlie Chaplin is set in Berlin, during October, 1929. Peter had left his native Berlin in 1904 and had become wealthy and famous in the U.S., amassing a fortune on Wall Street. In the summer of 1929 he had seen the stock market crash coming and the depression imminent and he was convinced that the fragile Weimar Republic in Germany could not survive. He had no doubts that the communists would assume power in Germany.

His old friend President Hoover assigned him to go to Berlin to investigate the political and economic climate and to write a full report with recommendations.
