Lieutenant John Halloway is called to a crime scene on a cold and rainy night in the middle of downtown Vegas. Once there, in the small, grassy court yard in front of the Courthouse, he finds a man bound to a make-shift cross, naked, all of his sneses brutally mutiliated. The only clues are a note left hanging around his neck and a message burned into the man's forehead. As John and his partner, Detective Laura Griffin begins their investigation they soon find out that this is only the beginning. Before they can even close the first case, they are called out to yet another one. The Guardian proceeds to take out one predator at a time. The only clues that he leaves are his calling card, signiture messges. He is like a ghost. The numbers of the victims is adding up, however suddenly there is a new evil in town and things have gone from bad to worse. Unable to find their suspect, having nothing to go on but what he chooses to give them, Halloway and Griffin are finally forced to instill the help, talents and resources of the very person they are themselves trying to find.
