Ivan Kerikov, ex-leader of the KGB's secret science division, has joined forces with a renegade Arab oil minister to control the supply of oil to the U.S. They plan to mount a coup in the minister's home country, blow up the Alaska pipeline, and crash a fully loaded supertanker in the middle of San Francisco Bay. They're helped by Aggie Johnston, the beautiful daughter of a petrochemical magnate, who feeds company secrets to the eco-terrorists.
