About the Author

Dr. Steve R. Pieczenik is a Harvard-trained Psychiatrist who received his Ph.D. in International Relations from M.I.T. He is a practicing psychiatrist who was Deputy Assistant Secretary of State for Management (1976-79) and Director of International Activities at the National Institute of Mental Health, where he negotiated major mental-health agreements with the U.S.S.R. An expert in the files of Soviet psychiatry and Soviet behaviour, Dr. Pieczenik is also recognised worldwide as a leading international crisis manager and hostage negotiator.
