The Conspiracy by Jasmine Cresswell (9/01) (A Warm)
Afghanistan Terrorism - Ben Ladin - Hero Falls in Love at First Sight and Unrequited Love for three years. One intimate scene but the sexual tension is off the charts, it's so high.

The love story takes place in the midst of a terrorism plot and the research that the author did in light of what happened on 9/11 is amazing in hindsight. Doubtful that she would have been able to get this book published if it hadn't already been out, I'm thinking.

Was Sam was really a ghost or just Verity's subconscious talking to her? I wavered one way to another and think on this last re-read that I'm on the side of the ghost theory. :)
