As the new Chief of Staff to the tenacious Governor LeGrand Beckstead, Sam McKall finds himself in the middle of a heated controversy: a multibillion dollar deal to bring a nuclear waste dump to the Pishute Indian reservation in Utah's west desert is turning into a game of murder.

Two "accidental" deaths of people hoping to thwart the deal pique the interest of Sam's reporter pal, Wayne Smith. Sam makes a few inquiries and finds himself with some powerful, faceless enemies determined to prove they can destroy his life. Incriminating evidence puts Sam himself in the spotlight, the facts of the case misconstrued to provide him with a one-way ticket to prison ... or a cold grave--whichever comes first.
