A large insurance company, Washington Granite, decides it will do anything to improve profits. They hire Cobalt, an ex-cop, to improve the claims picture. He hires other ex-cops and law enforcement types, creating an armed force that pursues people who they think might make claims, buying back stolen cars from the Mexican police and reaching abroad to torture and kill those it thinks of as the Company's enemies. The Company routinely denies every claim it can, e even fabricating evidence to send one claimant to jail to soften him for a settlement. One of the dead claimant's relatives figures a way to hack into Washington Granite's computers and amasses damning evidence of what the Company is doing to innocent people. Cobalt is called in to investigate the security breach when the Company finds its data is being compromised. As the story of Washington Granite's victims unfolds. Cobalt closes in on the one brave man who is trying to stop the carnage. That man, Roger Cole, realizes he is being hunted and tries to live long enough to expose Washington Granite for what it really is.
